There are so many stakeholders in the future of mobility.  The very nature of transportation connects cities, counties, states, and nations.  Each with their own priorities and interests in moving people and goods in, out and around.  Overlapping governance and competing spheres of influence make coming together even more necessary, and challenging.  What are the institutional practices creating alliances among agencies?  Where are there conflicts and obstructions?  What got us into this mess anyways?  And what's going to get us out of it?
