Energy Program Manager

Neal has 30 years of experience in energy policy, including 21 years in management.  He currently manages the Office of Energy and Sustainable Development (OESD) at the City of Berkeley Planning and Development Department.  OESD is responsible for providing strategic direction the City’s sustainability efforts and directly manages programs related to climate change, clean energy and green building.  The Division’s accomplishments include developing an ordinance requiring energy rating and assessments for residential and commercial buildings, pioneering Property Assessed Clean Energy Financing, seeding non-profit agencies such as Rising Sun Energy Center, Build It Green (formerly the Green Resource Center) and Green Cities California, producing an APPA-award winning (Northern California) Climate Action Plan and award of several competitive solicitations including the Rockefeller Foundation’s 100 Resilient Cities and the US Department of Energy Solar America Cities grant and documenting 13% community-wide greenhouse gas emissions reduction from electricity and natural gas sources since 2000.


Neal has worked with a U.S. joint venture in China and with the City of Chicago in the Department of Aviation, Mayor's Office and Department Planning Energy Division.  While in the Chicago Mayor’s Office, he led the formation of the Department of the Environment.  Neal graduated from Occidental College in Los Angeles with a degree in Political Sociology.
